Metadata needed

One thing I don't see yet, is metadata for the different runs and data sets created. That is an integral part of how N-SPECT currently works. It makes it possible to figure out what you did, well after you did it! I'll try to put together a use case document for openNSPECT and post it. That might help as we move forward.

As discussed at the meeting, we determined that the current NSPECT doesn't actually output any metadata, so this is a slightly lower priority, but I do hope to identify where the break is because there's a full system in the code for generating metadata, just not apparently outputting it at the end correctly.

Added a component to write out the basic metadata information on what parameters are used in the run. This generates a .met metadata file for each raster layer. The .met files are just ASCII text files. They still need to have an FGDC (or ISO) template into which the appropriate processing steps can be added. Ideally, this template would also have the geographic values filled out from the layer properties.
